1    What could we have done differently? It is a good question in the face of the coronavirus pandemic.
Among the answers is a clear lesson from history—the importance of investing in public health agencies.
Historian Colgrove and a team of scientists highlighted the effects of government investment in public
health on the prevention and response to health crises.
2    The choices contributed to the development of multidrug-resistant tuberculosis in New York City. In the
1950s and 1960s, increased access to antibiotic therapies and comprehensive case treatment made
tuberculosis cases decline. So, government funding for tuberculosis control was cut drastically. Public
health staff were reassigned from tuberculosis care, clinics were closed, and laboratory testing diminished,
setting the stage for a deadly drug-resistant tuberculosis outbreak in the early 1990s.
3    In combination with homelessness and the HIV/AIDS epidemic, tuberculosis control became a crisis.
Colgrove claims that the outbreak was a predictable outcome of the cuts to public health systems.
4    In contrast, scientists highlight Uganda’s infrastructure for treating hemorrhagic fevers as an example
of how investments in public health can avert infectious disease crises. In 2010, Uganda launched a
surveillance and laboratory program in collaboration with the U.S. Centers for Disease Control. Through
this collaboration, Uganda has decreased diseases such as Ebola, Marburg virus, Crimean-Congo virus,
and Rift Valley. Not only has this program saved lives in Uganda, but it has prevented small outbreaks from
escalating into international epidemics.
5    As we attempt to deal with COVID-19, it is worth considering how cuts to public health institutions
undermine the country’s ability to respond to pandemic threats. So, for the benefit of our globalized society,
it is always time to invest in public health infrastructure.

Top stories of 2019 | No. 1: Hero firefighter mourned

BERWICK, Maine — Firefighters and residents in Berwick and surrounding communities felt a deep sense of loss after the death of Fire Capt. Joel Barnes, who died shielding a fellow firefighter from flames during threestory apartment building fire March 1.

Barnes, 32, was hailed as a hero at his funeral for giving up his life to save his comrade.

The fire also displaced eight tenants in six apartment units. No tenants were injured. The National Institute for Occupational Safety and Health, a federal agency responsible for conducting research and making recommendations for the prevention of work-related injury and illness, ruled the building needed to be demolished. The institute inspects buildings whenever a firefighter is killed in the line of duty, according to Berwick Town Manager Stephen Eldridge.

Barnes had no chance to escape from the third floor of the 10 Bell St. apartment building fire, leading to his death from “probable hyperthermia and/or hypoxia,” according to a report released April 5. Dr. Christine James of the New Hampshire chief medical examiner’s office determined the cause of death and ruled the manner of death was accidental. Hyperthermia is defined as the condition of having a body temperature greatly above normal, while hypoxia is a condition in which the body or a region of the body is deprived of adequate oxygen supply at the tissue level.

The fastest-growing job force
today in America are people who
 work out of their homes.

    Robin Gagliardi, 30, is an administrative assistant
for the Westchester County, New York, clerk’s office.
After her daughter, Kristina, was born four years ago,
Gagliardi asked her supervisor if she could work
[5] part time. The supervisor suggested she remain full
time, working a few days a week from home — an
arrangement that had never been tried before by the
organization. It paid off: the number of information
that she processed rose from 60 a day to 100. Since
[10] the arrangement was so successful, Gagliardi began
working full time from home.
John Williams was forced to take early retirement
at the corporation where he had worked for 31 years.
He thought that looking for a new job would be too
[15] difficult for a 58-year-old. Instead, he decided to follow
his entrepreneurial instincts.
Williams was an expert at home repairs, and over
the years he’d received many calls from divorced or
widowed women asking for help with leaky faucets or
[20] defective doors. So Williams founded Rent a Husband
Handyman Service in his Rockville, Md., home — and
has had a continuous series of work ever since.

Today, many businesses permit employees to
work at home, including giants such as AT&T

telecommuters by the year 2005.
