World Cup 2014: It´s chaos in Brazil – but don´t panic

The builder they call "Mr Luis" perhaps best defines the challenge Brazil has faced in staging a World Cup. With intense local pride, they've been wheeling him out at Arena Castelao, the stadium at Fortaleza on the country's north-east coast, because he has learned to read and write in classes offered to stadium workers there in their downtime.

"All of Brazil has heard my story," Mr Luis says, thrilled with skills which would be a given in any developed nation – but not here, in a country where the working class's lack of educational opportunities has, until recent years, left millions below a very low poverty line.

The World Cup which launches just over 80 days from now is being staged in a developing nation, and though the move from city to city reveals that sparkling Brazilian optimism that things will get done, the question of when is less easy to answer.

The new second airport terminal at Manaus, where 2,000 fans will arrive to see England play Italy on June 14, remains unfinished, and even on a regular, lazy Thursday afternoon this week there was a hot, 45-minute wait in the luggage check-in queue. Check-in machines to ease congestion are a forlorn hope. Work on three of the 12 stadiums remains unfinished: Cuiaba, due for completion next Friday; Sao Paulo (April 15) and Curitiba,  where local organisers' chaotic engagement of 16 contractors rather than one project manager, means anestimated completion date in early May.   To live the longest and healthiest life possible, get smarter. Institute for Health Metrics and Evaluation (IHME) data show that past a certain threshold, health and wealth are just weakly correlated. However, overall health is closely tied to how many years people spend in school. Mexico, for instance, has a fifth the per capita gross domestic product (GDP) of the United States, but, for women, more than 50 percent of the latter’s schooling.

  In line with the trend, Mexico’s female adult mortality rate is only narrowly higher. Vietnam and Yemen have roughly equivalent per capita GDP. Yet Vietnamese women average 6.3 more years in school and are half as likely to die between the ages of 15 and 60. “Economic growth is also significantly associated with child mortality reductions, but the magnitude of the association is much smaller than that of increased education,” comments Emmanuela Gakidou, IHME’s director of education and training. “One year of schooling gives you about 10 percent lower mortality rates, whereas with a 10 percent increase in GDP, your mortality rate would go down only by 1 to 2 percent.”

A wave of anger is sweeping the cities of the world.

  The protests have many different origins. In Brazil people rose up against bus fares, in Turkey against a building project. Indonesians have rejected higher fuel prices. In the euro zone they march against austerity, and the Arab spring has become a perma-protest against pretty much everything.

  Yet just as in 1848, 1968 and 1989, when people also found a collective voice, the demonstrators have much in common, In one country after another, protesters have risen up with bewildering speed. They tend to be ordinary, middle-class people, not lobbies with lists of demands. Their mix of revelry and rage condemns the corruption, inefficiency and arrogance of the folk in charge.

  Nobody can know how 2013 will change the world-if at all. In 1989 the Soviet empire teetered and fell. But Marx's belief that 1848 was the first wave of a proletarian revolution was confunded by decades of flourishing capitalism and 1968 did more to change sex than politics.

Even now, thoug, the inchoate significance of 2013 is discernible. And for politicians who want to peddle the same stuff, news is not good.

The U.S. and Russia announced an agreement

Saturday aimed at setting a timetable for destruction

of Syria’s chemical weapons and averting a

proposed U.S. military strike against the war-torn

Middle Eastern nation.

Under the agreement, hammered out on the

third day of tense talks in Geneva, the Organization

for the Prohibition of Chemical Weapons and the

United Nations will be responsible for dismantling

Syria’s chemical weapons capabilities.

Syrian President Bashar Assad would be

required to provide an accounting of those weapons

within a week.

“The world will now expect the Assad regime to

live up to its public commitments,” Secretary of

State John Kerry said in announcing the deal in

Geneva. “And as I said at the outset of these

negotiations, there can be no games, no room for

avoidance, or anything less than full compliance by

the Assad regime.”

President Obama called the deal a “concrete

step toward the goal of moving Syria’s chemical

weapons under international control.”

“This framework provides the opportunity for

the elimination of Syrian chemical weapons in a

transparent, expeditious, and verifiable manner,

which could end the threat these weapons pose not

only to the Syrian people but to the region and the

world,” Obama said in a statement.

An official of the OPCW, who asked not to be

named because he was not authorized to speak

about the agreement, said details of the plan have

not been worked out but the agency welcomes the

agreement and would work to implement it.

WASHINGTON — With the announcement on

Saturday that the U.S. and Russia have reached an

win congressional and public support for a limited

Congress that is distrustful of Russian President

— with eyes wide open.

Secretary of State John Kerry was even more

blunt about U.S. caution.

“We have committed to a standard that says verify

and verify,” Kerry __________ at news conference

in Geneva, where he and his Russian counterpart,

Sergey Lavrov, announced the framework of the

agreement to secure and destroy the Syrian

chemical weapons stockpile.

In previous comments, Obama has made clear

that trusting the Russians and Assad will not be easy.

The president’s relationship with Putin is

famously tense, with the two sparring over Syria

policy and Putin’s decision to give temporary

asylum to former National Security Agency

contractor Edward Snowden after he leaked a

treasure trove of classified information on U.S.

intelligence surveillance practices.
